Technology Strategic Planning Committee (TSPC)

On December 16, 1999 nine people came together to assess and evaluate technology skills, and create a technology vision for the Marion County Special Education Cooperative. The primary focus of the committee was to establish a functional on-going plan consisting of the following steps: setting the vision, needs assessment, setting goals and objectives, building an implementation plan, implementation, and on-going evaluation.

After creating the committee's vision, we established the technology mission of the Marion County Special Education Cooperative.
The Marion County Special Education Cooperative is committed to a compelling, ongoing, efficient, and cost-effective plan for the use of technology in every learning environment. Technology enhances the Marion County Special Education Cooperative vision and supports and unifies instructional and administrative functions, maximizing the individual potential of students and the effectiveness of staff.


The technology needs of staff members were assessed through the *Profiler Basic Skills Checklist. Baseline data was determined based on the results of the survey taken by certified staff, office staff, and paraeducators.

Nine goals and corresponding objectives were established.

Goal 1: Operating Systems
Of the four operating systems skills rated as a high priority, 95% of certified staff will rate themselves with at least a Profiler level 3 (familiar) by May 2001.

Goal 6: Tech Support
The tech support system will be enhanced in order to maintain current levels of support, and fulfill these proposed goals involving technology. This includes: provide phone and/or in-person help; MCSEC server system support and development; expand the communications network; web page maintenance; coordinate technology related training; facilitate staff and student use of Assistive Technology per the student's IEP.
 
Goal 7: MCSEC provided technology and services

Each MCSEC certified teacher will have the following technology equipment provided to her/him by the district she/he serves: computer (with all standard devices including CD-ROM, sound card, speakers, Ethernet card); printer in her/his room/office; Ethernet connection to TEEN or TLC network; phone. If TEEN or TLC connection is not possible, a modem and modem line will be provided. The equipment will be kept up to date with upgrades/replacements as needed in order to run the applications that the MCSEC staff person needs. The applications that are provided to district staff will be supplied to the MCSEC staff person (i.e. Microsoft Office, Pegasus, Netscape Communicator, grading program etc.). If not provided by the district, MCSEC will provide the aforementioned equipment and applications to all support staff (i.e. psychologists, social workers, S/L service providers, etc.).
MCSEC will provide additional technology equipment, applications, and services as needed that are specific to meeting IEP and other unique MCSEC needs.
Goal 8: Technology budget
MCSEC will maintain an appropriate budget for technology personnel, equipment, and training.
Goal 9: Evaluation
Goals and objectives will be reviewed bi-annually in order to provide training, services, and equipment in a timely and on-going manner.
 
Goals one through eight will be reviewed by the technology committee on or before September 30, 2000.

Goals one through eight will be reviewed a second time by the technology committee on or before April 30, 2001.


In order to accomplish the goals and objectives that have been determined by this committee, we present the following recommendations for your approval:
bullet Increase the participation of Marion County Special Education Cooperative teachers in district level technology training
bullet Include expectations for certified staff technology competencies in the Marion County Special Education Cooperative Handbook
bullet Establish on-going individual and group computer and technology training organized by the Technology Coordinator for unique needs within the Cooperative
bullet Expand the current two person technology committee to a representative sample of the cooperative
bullet Utilize two 1/2 days during the beginning of the year inservice days for training of new and returning staff
bullet Expand the Technology Coordinator position to 1/2 time to accommodate the varied technology needs of the Cooperative
bullet Make necessary budget adjustments in order to meet these goals and objectives
bullet Secure the MCSEC Board of Directors approval for Goal 7 in regards to the technology relationship between MCSEC and the 5 districts
bullet On-going evaluation procedures will be carried out by the Technology Coordinator and the technology committee
